What is Local Law 11?
NYC's Facade Inspection Safety Program (FISP) requires buildings taller than six stories to have their exterior walls inspected every five years by a Qualified Exterior Wall Inspector (QEWI).
Inspectors classify conditions as Safe, Safe With a Repair & Maintenance Program (SWARMP), or Unsafe. Unsafe conditions require immediate protective measures — typically a sidewalk shed — and repairs within a DOB-mandated timeline.
Cycle 10B began February 2026. Filing windows are staggered by sub-district and Block number. Owners face escalating penalties for non-compliance, plus NYC's "Get Sheds Down" enforcement on Unsafe filings.

NYC splits Cycle 10B into three two-year filing windows based on Block number. Missing your window triggers civil penalties starting at $1,000 and compounding monthly.
