What is Local Law 11?

NYC's Facade Inspection Safety Program (FISP) requires buildings taller than six stories to have their exterior walls inspected every five years by a Qualified Exterior Wall Inspector (QEWI).

Inspectors classify conditions as Safe, Safe With a Repair & Maintenance Program (SWARMP), or Unsafe. Unsafe conditions require immediate protective measures — typically a sidewalk shed — and repairs within a DOB-mandated timeline.

Cycle 10B began February 2026. Filing windows are staggered by sub-district and Block number. Owners face escalating penalties for non-compliance, plus NYC's "Get Sheds Down" enforcement on Unsafe filings.

Cycle 10B Schedule

FISP filing windows by NYC sub-district.

NYC splits Cycle 10B into three two-year filing windows based on Block number. Missing your window triggers civil penalties starting at $1,000 and compounding monthly. Sub-District A is currently open — Manhattan south of 14th Street, Brooklyn Block ranges 1–1000s, plus designated portions of Queens and the Bronx.

Scope

Common FISP conditions we repair.

Most FISP reports flag a mix of these conditions. LANY handles the full scope in-house — masonry, sealants, sheet metal, and waterproofing — so there's no subcontractor chain between you and the work that closes out your cycle.

Parapet wall repair & rebuild

Loose brick, cracked or displaced coping, hollow conditions, through-wall flashing reset.

Lintel replacement

Corroded steel angles, displaced masonry above windows, prep + paint of new lintels per spec.

Brick repointing & tuckpointing

Deteriorated mortar joints, Type-N mortar match for pre-1920 buildings, soft brick replacement.

Sealant replacement

Failed window perimeter, expansion joint, and panel sealants. Two-part urethane or silicone per substrate.

Coping & cornice restoration

Missing or displaced terra cotta, limestone, or cast stone units. Hidden tie-back repair when needed.

Terra cotta repair

Chipped, spalled, or detached units. Glazed-face patching, anchor reinstallation, or full unit replacement.

EIFS & stucco repair

Surface cracking, debonding, impact damage. Substrate moisture testing before patch or recoat.

Roof edge & counterflashing

Failed counterflashing contributing to facade leaks. Coordinated with existing roof warranty.

Facade panel anchoring

Loose veneer panels, missing ties, tie-back installation for masonry, GFRC, or stone cladding.

Waterproof coatings

Clear breathable masonry sealers (silane/siloxane). Preserves appearance while preventing water-driven decay.

Penalties & Enforcement

What non-compliance actually costs.

NYC DOB enforcement on Local Law 11 has tightened sharply since the "Get Sheds Down" initiative launched. Penalties compound monthly and stay on the property record — affecting refinancing, sale, and insurance.

Late or missed FISP filing
Civil penalty starting $1,000, escalating each month until filed.
Failure to address Unsafe condition
$1,000 per month per violation, plus civil penalties up to $25,000 per condition.
Sidewalk shed permit overruns
ECB summons and daily fines once shed exceeds the DOB-approved duration.
Open OATH/ECB violations on facade
Scheduled hearings, daily accrual until resolved, potential lien on property title.
Repeat Unsafe filings (consecutive cycles)
DOB referral to enforcement priority list, increased inspection frequency.
Insurance impact
Lapsed FISP compliance can void building general liability and umbrella coverage.
